
As of January 1st 2009 House Bill 1143 will go into effect. It was signed into law by NH Governor John Lynch.
According to the Group Give Us Shelter, the largest percentage (70%) of Wintertime Animal Cruelty Complaints, are because of insufficient shelter.
This bill will enable Animal Cruelty Investigators to remove an animal if they feel it is endangered.
The structures will now have to be structurally sound,keep the dog clean and dry and protected from the sun. It also has to be big enough for the dog to stand up and sit down and turn around yet cozy enough to retain body heat.

Hi Joan, If I understand this correctly, won't this save some of the animals from the elements and other harmful neglect. If that is what this law provides, who could be against it?
This is good to hear! Pets really depend on us for everything and it is unconscionable to treat them with cruelty or neglect. Just how hard would it be to provide shelter for your beloved pet!?! If you aren't gonna love your pet, don't bring it home! Fido will drink to that...
Joan, being a big dog lover I think this is a wonderful piece of legislation.
Joan - it's a store selling only puppies! They get them from puppy mills. There is a lot of folks with horror stories about the pups that they got from there. They did boycot one in a town not too far from me and now the store is gone. Yay! So, I'm hoping the one in Lombard will be gone too!
I guess over here we need to install fans in their shelters :) I agree...I watch those Animal Planet shows (the SPCA ones) and finally stopped watching...we can't handle seeing all the abuse and neglected animals.
Joan, I'm glad to hear that. We have some wonderful "rescue" services here but the shelters are always full....It's sad that some animals that are removed are not adopted and there are very few No Kill shelters left.

Carole...apparently the problem is becoming worse... with the foreclosures people are abandoning their pets.
Joan...I guess a lot of people have been reporting abuses but the authorities hands wre tied pretty much unless it was blatant.

Dogs! I love dogs! I grew up with standard poodles and labs (interestingly both retrieving dogs, though nobody in my family hunts). They were always indoor dogs who like to play outside! Didn't matter that they weighed upwards of 70lbs.
Rich....I'm a dog person too...we have two now a Lhasa/chihuaha and a Bichon
I love dogs. And as a dog lover I think this is GREAT news. I just breaks my heart every time I see a dog kept outside and clearly not taken care of. I also love cats and find them fun to play with, but, as you saw whne I was there, cats and my allergies are not a good combinataion!
